Chapter 4

1.

[In light of the prolonged absence of the Federal Student Council President over the past few weeks, the complete shutdown of Sentum Tower, which managed the infrastructure across Kiburatos, has led to a significant deterioration in the overall security of the city.]

[In the midst of this chaos and anarchy due to the lack of centralized control, debates have arisen again regarding the command authority of the SRT Special Academy, which is directly under the Student Council President.]

[Representative academies of various autonomous districts are demanding countermeasures and compensation from the Student Council, yet no clear alternative has been provided thus far. In anticipation of an extended period of anarchy, most academies have chosen to strengthen their own defenses.]

[This morning, one of the Seven Sins, ‘Kosaka Wakamo,’ escaped from the correctional facility. With Sentum Tower ceasing operations and urban infrastructure collapsing, it is expected that a large-scale prison break will worsen the city’s security even further.]

[As the crime rate soars across Kiburatos, Kaiser Corporation announced, “We will not sit idly by and watch this situation.” The company’s representative, ‘President,’ expressed his ambition to restore order.]

“Has it begun?”

It had been a few days since I commissioned something from the Engineering Department.

As rumors of the disappearance of the Student Council President spread, the prelude to the events began.

The shutdown of Sentum Tower paralyzed the city’s infrastructure.

Crime erupted in various academies and autonomous districts.

The collapse of order and the outbreak of anarchy led to an era of great confusion after most of the infrastructure that connected academies and districts stopped functioning.

With the black market already thriving in Kiburatos, maintaining security became impossible.

“The Valkyrie and the SRT have lost much of their power, and the academies are struggling just to protect their own districts. Truly, it’s a case of every man for himself.”

While I didn’t confidently assume that my guesses about the situation would become reality, there was a growing premonition each time I watched the news that the city’s situation was spiraling toward the extreme.

“It’s time to make a move.”

I instinctively felt that this was the moment I needed to act.

While I hadn’t anticipated all these events specifically, based on information I gathered earlier, I believed this state of anarchy would further exacerbate Kiburatos’ chaos.

“Kaiser Corporation, the Student Council, and other minor organizations will realize just how unstable this city truly is.”

A city dependent on just one Student Council President.

A city that fell apart when she disappeared, unable to respond adequately.

Everyone will likely form their own opinions.

Some will harbor ambitions to seize control of this city; others will aspire to follow the Hero. Meanwhile, others will merely seek their own small objectives amid the chaos.

I had no intention of idly standing by while others sought to manipulate Kiburatos as they pleased.

After all, this was now the world I had to live in and the world where the characters I love lived.

“I don’t know how far my strength will reach… but at least until ‘the Teacher’ arrives, I will do everything in my power to stop them.”

Ding!

Just then, my phone alerted me to a new message on MomoTalk. It was from the Engineering Department leader, ‘Utaha Shirai,’ letting me know that the equipment was almost ready and asking me to come by in the afternoon.

I quickly replied and turned back to the TV.

[Experts say the current state of anarchy will likely end in about two weeks.]

“Two weeks?”

I laughed derisively and turned off the TV. In the game, the period of anarchy lasted much longer than just two weeks.

“Things are about to get busy.”

I stepped out of my home, reaffirming my resolve.

Engineering Department. Counseling Room.

There, I met the leader of the Engineering Department, ‘Utaha Shirai,’ and one of her members, ‘Hibiki Nekozuka.’

Utaha immediately handed me the equipment I had requested along with the instruction manual.

“Here’s the item you asked for. The equipment itself was fairly simple to make, but it took some time to produce the special solution used inside.”

“Are all the features I requested included?”

“Of course. You can trust that part.”

I nodded and started skimming through the manual. In summary, the equipment worked as follows:

1. Upon activation, a grayish liquid would shoot out in a straight line when worn on the wrist.

2. The intensity of the emission could be controlled based on how strongly the button was pressed.

3. The solution was stored in capsules which would need to be replaced once empty.

4. The liquid would dissolve into the air within about two hours after contact with the atmosphere.

“There was some difficulty with the initial solution design, but the wire capsule structure you suggested worked quite well. This was a completely new type of equipment for me, so it was a refreshing experience.”

“That’s fortunate. I didn’t expect it to turn out this good.”

I beamed as I examined the equipment Utaha had made. This was truly amazing!

It looked exactly like the ‘Web-Shooter’ I had imagined!

I asked if I could try it and immediately fitted the device on my wrist, aiming it at the wall. I made a hand pose reminiscent of Spider-Man’s trademark style and pressed the button.

Hiss!

A grayish liquid shot out, adhering firmly to the wall.

“Wow…”

The fact that it held firm no matter how hard I pulled made me very satisfied.

“It’s… working.”

“Does it meet your satisfaction?”

“Absolutely. I love it!”

Utaha smiled as I grinned with excitement. As I was about to pay her, Hibiki interjected.

“Um… excuse me.”

“What is it?”

“Well, I actually added one more feature…”

“What…?”

What could that mean?

I turned to Hibiki, surprised by this unexpected addition. Did she add an explosive function?

“In fact, if you press this button on the wrist part, the liquid will explode and spread outwards.”

“What?”

“…Because it looked cooler that way.”

Wait. This feature…

I was astonished by this unexpected bonus.

The dispersal technique used by Spider-Man in the series to stop large incoming objects with webbing! She had added it on her own?

Hibiki must not realize the full significance of what she just did. This feature was insane!

I grabbed her hand excitedly.

“Are you a genius?!”

“Eh…?”

“How did you think to add such a feature?!”

True, using up a capsule was a disadvantage, but the utility of this feature was undeniable.

In this sense, Hibiki had truly made a genius modification! She was incredible!

“Could you take additional commissions from me later?”

“I guess…?”

“No. Let’s schedule a consultation right now, please!”

“Okay… alright, just let go of my hand…”

I refused to let go.

What if she decides to leave?

“Consultation. Now!”

“Alright… alright…”

After some commotion, I had a very constructive discussion with both Hibiki and Utaha.

Utaha, seeing my excitement, even provided a few extra capsules and promised to continue production whenever I needed it.

Touched by her generosity, I immediately negotiated an additional contract for capsule supply with her right there.

Over the following days, I continued experimenting with the Web-Shooter’s performance in the Black Market at night, defeating countless foes.

Eventually, I became known as the ‘Vigilante’ within the Millenium branch of the Black Market.

I guess it started when I introduced myself as just a vigilante to anyone who asked about my identity. This marked my official start as a hero, and I felt it was time to expand my activities beyond Millenium.

Just then, breaking news came through the radio.

“Breaking news! As the state of anarchy continues, crimes and riots are on the rise. In response, Kaiser PMC forces have emerged in the central district of Kiburatos, claiming they are ‘here only to restore order’ and began enforcing control using brute force.”

Kaiser. Those bastards are finally making their move.

Despite the Student Council’s objections, Kaiser seemed to regard them—without their president and Sentum Tower—as a toothless tiger and dismissed them easily.

Although in the game, Kaiser never fully seized control of the city at this point, eventually they would trample over the Student Council and try to dominate the city in the future.

It seemed to me that it was from this moment that cracks began to appear in Valkyrie and the Student Council.

“Then it’s time to stop them.”

I gathered my equipment and costume, rising from my seat.

It was time for real action.
