After all, he is the Evil God!
Soren does not currently need pirates; he needs a more disciplined navy.
The root nature of pirates remains; even with Soren’s ruthless measures and strict laws to enforce control, it’s still hard to restrain them.
For a long time, fighting in Modo has continued, and the pirates have been the main force on the front lines. The number of casualties has been considerable, leaving only the elite remaining. Some promising individuals have been promoted to officer ranks, most of whom are educated and have quickly adapted to the current way of life. Those who cannot integrate into civilization and still maintain their pirate nature have mostly been settled in other islands and sea areas. The pirates Soren is currently mobilizing number around 50,000, and he anticipates a casualty proportion of about 50%.

Before sending them to die gloriously, Soren’s church also has to do a few things—telling these pirates about their afterlife; only then can they die without reservations!

Meanwhile, in the third layer of the Bottomless Abyss, a large number of Heroic Spirits began to assemble in Soren’s Divine Kingdom.
Led by Chouhou, a batch of Otherworldly Divine Servants were transformed and stood ready, prepared to leave the Divine Kingdom and guide the fallen Heroic Spirits of the Material Plane back to the Divine Kingdom.
This will constitute a significant number of Heroic Spirits.
The estimated casualties of the pirate army are over 20,000, plus other additional losses, so Soren’s Divine Kingdom will welcome about 30,000 or more Prayer Weavers, many of whom will qualify for transformation into Heroic Spirits. The number of shadow beings that can be transformed in the Divine Kingdom has significantly decreased, and controlling the entire Divine Kingdom is entirely insufficient to fill the numbers. Soren still needs a portion of Prayer Weavers to perish in the Material Plane.
This is the resolution of an Evil God!
As an Evil God, one must not show even the slightest mercy when handling such issues!
